Overview

Roy focuses on helping clients deliver and operate complex energy infrastructure with clarity and confidence. He works across large-scale solar, wind, battery, transmission and distribution projects, as well as pipelines and broader industrial assets, supporting clients from early structuring and procurement through to construction, performance and long-term optimisation. Drawing on more than 20 years’ experience in-house and in private practice – including work on major mining, downstream oil & gas, rail, aviation and water projects – he brings a practical understanding of how large capital-intensive assets are planned, funded, built and operated.

Clients rely on his ability to simplify issues, balance commercial and regulatory demands, and maintain momentum on challenging projects. His recent work includes supporting network businesses on network-wide battery programs, advising developers on hybrid solar, wind and BESS generation and storage projects, resolving delivery challenges on transmission projects, and guiding bidders and operators through complex restructures, due diligence processes and contracting strategies.

Notable Work
  • EDF & Itochu: Advised on a JV bid to decarbonise BHP’s WAIO operations, including project structuring and development deeds for large-scale solar, wind and BESS assets.

  • Ausgrid: Advised on the network-wide roll-out of an ARENA-funded community battery program, including BESS procurement and tolling agreement negotiations.

  • Endeavour Energy: Advised on the network-wide deployment of a fleet of Commonwealth-funded community batteries, including BESS procurement and tolling arrangements.

  • Spark Renewables: Advising on the Dinawan Energy Hub (2 GW hybrid wind, solar and BESS) and the Livingstone hybrid solar–BESS project (~300–600 MW solar / ~400 MW / 1,600 MWh BESS).

  • X-Elio: Advised on the Forest Glen solar farm (90 MW solar / 25 MW / 25 MWh BESS), including the solar EPC and the BOOM contract for the substation and balance of plant.

  • Elecnor: Advised on issues affecting the Project EnergyConnect transmission project following Clough’s administration, including EPC JV amendments, acquiring Clough’s JV interest, and ongoing EPC delivery for Transgrid.

  • Engie: Led legal due diligence for Engie’s proposed acquisition of Spark Renewables’ operating solar farm and development pipeline.

  • Acciona: Assisted with restructuring two waste-to-energy projects, including restructuring JV arrangements and the EPC contract.

  • Foresight / ICG: Advised on restructuring project contracts for a NSW water treatment facility where existing arrangements were not delivering for the owner, operator or off-taker.

  • Tetris: Supported the Tetris-led consortium in its PPP bid for the New Melton Hospital, coordinating due diligence and risk allocation with John Holland as D&C contractor.

  • AusNet: Supported development of a procurement strategy enabling early grid-augmentation works prior to IFC drawings, including drafting the required contract documentation.

  • Viva Energy (in-house): Supported infrastructure, supply and distribution teams with storage and import terminals, pipelines, jet-fuel infrastructure, M&A, the proposed Geelong LNG terminal, and a proposed Melbourne Airport jet-fuel pipeline.

  • BHP (in-house): Advised on major infrastructure and mining projects across Queensland, NSW, the NT and Indonesia, focusing on project development, rail and port access, M&A, JV management and major procurement.

  • Brisbane Airport Corporation (in-house): Advised on major capital works, terminal and runway infrastructure, aviation pricing and commercial property development.

  • Metro Trains Melbourne (in-house): Advised on integration of the Metro Tunnel and Melbourne Airport Rail projects into the existing rail network under alliance and PPP structures.
